Recommendations
  • Aplicar la Directiva 006 de 2016 en los casos procesales de delito de aborto, poniendo especial énfasis en que estos casos no se juzguen como homicidio agravado.
  • Reforzar los preceptos de la objeción de conciencia y capacitar a prestadores al respecto. Además, se requiere que la Superintendencia Nacional de Salud investigue y sancione el ejercicio incorrecto de la objeción. De igual modo, los Comités de Ética Médica deben ser más activos en la sanción de faltas al Código de Ética Médica, dentro de las que se puede incluir fallas en el ejercicio de la objeción de conciencia.
  • Capacitar al personal médico y administrativo en la atención de casos de aborto, reforzar la ruta de atención de IVE en todos los hospitales y garantizar el acceso a medicamentos. En especial, garantizar el acceso a las mujeres más pobres que residen en lugares lejanos y que buscan acceder a un aborto en edades gestacionales avanzadas. Se requiere que las entidades territoriales y la Superintendencia Nacional de Salud coordinen sus acciones para ejercer de forma contundente acciones de inspección, vigilancia y control en contra de las aseguradoras y/o instituciones de salud que obstaculizan los servicios de aborto.
